Barrington Town Councilor Ann Strong stirs debate on the type of allocation that should be allowed by the trustees from the Amey Tucker Spencer Fund.
A red flag was raised at the second meeting in two months – after meeting usually once a year -- of the Barrington Town Council and finance director sitting as the six trustees of the Amey Tucker Spencer Fund on Monday, March 4. The red flag involved the type of allocation the money in the fund, known as the Spencer Trust, should be used for. It came when the trustees got to the agenda item on “previous expenditures.” Town Councilor Ann Strong believes allocations from the $3.357 million fund should be given only for needs that meet “the true spirit of the will” of Wilton H. The Spencer Trust Fund holds about $3.2 million; its income is to be used to benefit the poor and unfortunate in Barrington.
There is a trust fund in Barrington set up to “benefit the poor and unfortunate persons” who live in town. It’s a fund that under the right circumstances, such as catastrophic damage and destruction caused by a hurricane like Sandy, could be used to provide food, shelter and transportation for people in Barrington who could have suffered a similar fate last fall if Sandy had plowed northeast instead of northwest into New Jersey and Manhattan. The trust is officially known as the Amey Tucker Spencer Fund, better known as the Spencer Trust Fund. Right now, said Barrington Treasurer and Tax Collector Dean Huff, it holds about $3.2 million. The Barrington Town Council holds a special meeting tonight in its capacity as trustees of the Amey Tucker Spencer Trust Fund. It starts at 6 pm in the Council Chamber in Town Hall. The multi-million dollar Spencer Trust was set up by Wilton H. Spencer in 1936 for town officials to help "the poor and unfortunate people" of Barrington.
