Sowams 'Affordable Housing' Project to Get First Official Look

The Barrington Technical Review Committee will review the initial proposal for 'Palmer Pointe', which was filed with the Town Planner last week.

The “master plan” for the proposed "Palmer Pointe" affordable housing development at the Sowams Nursery site in Barrington gets its first official look on Thursday evening, April 4. The plan for the 48-unit development was filed with Town Planner Phil Hervey last week by the developers, East Bay Community Development Corporation. It goes before the Barrington Technical Review Committee at 7:30 pm on April 4 in the Council Chamber in Town Hall. The TRC meeting is not a public hearing, though, said Hervey. Developer to Show Off Palmer Pointe

The East Bay Community Development Corporation is holding an 'informational meeting' tomorrow night, Nov. 27, in the Barrington library to present the affordable housing development before going before town officials.

An “informational meeting” on the proposed Palmer Pointe affordable-housing development in Barrington will be held tomorrow evening, Nov. 27. It starts at 7:30 pm in the auditorium of the Barrington Public Library. Representatives from East Bay Community Development Corporation, the engineer and the architect will make a presentation, show a rendering and take questions on the already controversial development planned for the Sowams Nursery site, said Frank Spinella of FJS Associates, a consultant to EBCDC. “We’re hoping for a positive exchange that will make everyone more informed,” said Spinella. “We always try to be good neighbors.” All of the abutters within 500 feet of the development were sent an invitation, said Spinella. “It will …

Is there a market for these developer grade homes without a tax abatement? At least 3 units remain unsold at Walker Farm. PLENTY of "affordable homes" for sale in my neighborhood. Tell me again why this town needs MORE empty dwellings, particularly ones that are subsidized by us?   more ›

Some Musings on Palmer Pointe

Did Sowams Nursery owner have much choice? Subsidized kayaks? Meanwhile, seniors keep moving away.

This week I have been investigating the "time line" given by Mr. Silveira, the current owner of the land on Sowams Road. It appears from his description of his attempt to develop his land that the Town and the State made it so difficult for him that he had no alternative but to turn to EBCDC, as suggested by his attorney. One wonders who his attorney was? PALMER POINTE "A planned community with open space toward the eastern edge of the property, a common green, paved walking trails and dirt walking paths. A dirt path leading to the edge of the Palmer River will be maintained, allowing for a space to launch kayaks."  I guess the new residents can use part of their "subsidies" from the Town and State to buy their kayaks! Affordable-Housing Meeting Cancelled

The developer of the proposed Palmer Pointe Neighborhood decides to schedule a public meeting with neighbors first before going to the Barrington Planning Board.

The developers of the proposed affordable-housing complex at Sowams Nursery in Barrington have cancelled the special pre-application meeting with the Planning Board and Technical Review Committee that was scheduled for Thursday, Sept. 27. Barrington Town Planner Phil Hervey said the East Bay Community Development Corporation asked that the meeting on Palmer Pointe Neighborhood be rescheduled after it meets with the neighbors first before going in front of the town boards. The Sept. 24 letter to Hervey from attorney Stephanie Federico of Anthony DeSisto Law Associates reads, in part: “It is the intention of the applicant to hold a public informational meeting first in order to obtain input from the community on the project.
