Attend Palmer Pointe 'Pre-App' Meeting

Planning Board to hold this meeting in public and allow questions about the 'Palmer Pointe' affordable housing development.

  At the Barrington Planning Board meeting on January 3, 2013, the Board voted to conduct a “pre-application” conference with the East Bay Community Development Corporation (EBCDC) on January 15, 2013 at 7:00 p.m. in the Barrington library. The conference is required by Town Ordinance as a preliminary step to submission of an application for a Comprehensive Permit for any developer of a prospective major subdivision such as the one proposed by EBCDC on the Sowams Nursery property located on Sowams Road. Board Chair Michael McCormick ruled that the January 15 meeting would be open to the public and that questions would be allowed.  This is a departure from the historic practice of conducting these meetings in private, and a positive …

Barrington Subdivision Gets Another Nod

The Planning Board reaches a consensus that indicates the master plan for 'Bluemead Farm' in Rumstick, with three affordable homes, will be approved next month.

The “Bluemead Farm” subdivision in Rumstick got another nod from the Barrington Planning Board Wednesday night, Jan. 2. There were some definite concerns raised by members of the board, a member of the Housing Board of Trustees and affordable-housing critic Gary Morse about the location of the affordable housing units on the nine-lot, 13.6-acre site off of Chachapacasset and Beach Roads. But the six members of the Planning Board at the meeting in Town Hall reached a consensus that is expected to lead to a vote to approve the master plan at the next meeting in February. Anoka-Wood Foundations Poured

Work has begun on a mixed-used development in Barrington that includes two two-story buildings for commercial and residential space, including an affordable unit.

The corner of Anoka and Wood avenues in town center Barrington is taking on a completely new look. Crews have poured the foundations for a mixed-use commercial development on two lots. The development will include two 2,900-square-feet L-shaped two-story buildings with 24 off-street parking spaces between and behind the buildings and four on-street parking spaces on Anoka and Wood avenues. The development is being built by Knit One Quilt Too LLC, which is owned by Yvonne Weiss, of 23 Nayatt Road, Barrington. In-Site Engineering in Seekonk has developed the plans for the project. Commercial space will be leased on the first floor. Two two-bedroom apartments – one for affordable housing -- will be rented on the second floors of each building…

Condo Appeal Process Beginning

A pre-hearing conference to be held today, Oct. 15, for the appeal of the denial by the Barrington Planning Board of the Nockum Hill condos.

A pre-hearing conference on the appeal of the Barrington Planning Board’s decision that denied the condominium development proposed for historic Nockum Hill next to the wildlife refuge takes place today, Oct. 15. “Counsel for both the developer and the town will meet with the State Housing Appeals Board (SHAB) chair and legal counsel,” said Christine Darocha of Rhode Island Housing, who provides administrative support for SHAB. The developer is North End Holdings of Wakefield. The condo development is dubbed The Residences at the Preserve. After the pre-hearing, Darocha said: “The file would then be presented to the entire Housing Appeals Board for review, and an open meeting would be scheduled.” SHAB meetings are posted on the Rhode …

Condo Developer Appeals Denial

North End Holdings has appealed the Barrington Planning Board's decision to deny the condominium development proposed in rural Nockum Hill near the wildlife refuge.

The condominium development proposed for rural Nockum Hill in Barrington -- The Residences at the Preserve -- is not going away quietly after all. The developer, North End Holdings of Wakefield, RI, has filed an appeal of the Planning Board's Aug. 27 decision to the State Housing Appeals Board (SHAB). The grounds for the appeal are listed as: The appeal was filed by attorney William R. Landry of Blish & Cavanaugh of Providence. Barrington Town Planner Phil Hervey said it is the first appeal of a rejected housing development since Sweetbriar in West Barrington, which ended up in the state Supreme Court. The decision by the Planning Board on Aug. 27 was unanimous -- 6-0. It echoed a straw vote on the housing complex taken at the July meeting…

Affordable-Housing Meeting Cancelled

The developer of the proposed Palmer Pointe Neighborhood decides to schedule a public meeting with neighbors first before going to the Barrington Planning Board.

The developers of the proposed affordable-housing complex at Sowams Nursery in Barrington have cancelled the special pre-application meeting with the Planning Board and Technical Review Committee that was scheduled for Thursday, Sept. 27. Barrington Town Planner Phil Hervey said the East Bay Community Development Corporation asked that the meeting on Palmer Pointe Neighborhood be rescheduled after it meets with the neighbors first before going in front of the town boards. Nockum Hill Condos Go Quietly

The Barrington Planning Board formally denies 'The Residences at the Preserve' condominium development proposed for the town's only remaining rural area near the wildlife refuge.

The condominium development proposed for rural Nockum Hill in Barrington died quietly Tuesday night, Aug. 7, as expected. An attorney in the William Landry law firm was the only representative for the developer, North End Holdings of Wakefield, RI, at the meeting. Several residents from Nockum Hill, all of whom opposed the development during the public hearing, were on hand. Only the attorney addressed the board -- and just to submit several letters. The Planning Board voted 6-0 to deny “The Residences at the Preserve” after adjourning the public hearing that was continued from last month’s meeting. Let me rephrase: How many homes will it take to reach Barrington's goal of 10% affordable homes if the majority town council is adding up the numbers. Ans: approximately 4350 new homes. Nockum Hill Among Rezoned Land

A new Conservation Development zone for Nockum Hill is approved by the Barrington Town Council as part of new zoning for a package of properties in 15 areas.

More than a dozen properties in Barrington’s only agricultural area, Nockum Hill, were given a new zoning designation on Monday night by the Town Council. The new zoning was approved as part of a package of properties in 15 areas that the Planning Board asked to be rezoned. Most of the changes simply align the town’s zoning with the Comprehensive Community Plan. “We’re just trying to catch up to what is already happening out there,” said Planning Board chairman Mike McCormick at a workshop with the Town Council on the zoning maps a couple of weeks ago. Marina Subdivision Gets Final OK

The Barrington Planning Board gives the final approval for a 10-house subdivision in Bay Spring on vacant land at the former Lavin's marina.

The “final plan” for a 10-house subdivision on the corner of Woodbine and Narragansett avenues at the former Lavin’s marina in Bay Spring has been approved by the Barrington Planning Board. The approval came on Tuesday evening, July 10, and was unanimous, according to Town Planner Phil Hervey. Groundbreaking for the subdivision can start at any time now, Hervey said. The subdivision will include 10 homes in an L-shaped configuration with frontage on both streets. Two of the homes qualify as affordable housing. “It’s the first inclusionary project in Barrington,” said Hervey, meaning that 20 percent of the project must be affordable housing. What the town leaders don't want to face is that each of these projects, other than Walker Farm, are to be deed restricted only for a period of 30 years. At the end of 30 years, they then go to full priced condo's without any restrictions. Then the cycle of meeting 10% starts all over again. Commercial Development Gets Nod

The Barrington Planning Board approves by a 7-1 vote '10 Anoka', a mixed-use commercial development at Anoka and Wood avenues.

A mixed-use commercial development on two lots at the corner of Anoka Avenue and Wood Avenue got the go-ahead from the Barrington Planning Board Tuesday evening, July 10. The vote in favor of “10 Anoka” was 7-1 with the only nay vote coming from Ann Strong. The development will include two 2,900-square-feet L-shaped two-story buildings with 24 off-street parking spaces between and behind the buildings and four on-street parking spaces on Anoka and Wood avenues, according to Paul Carlson of InSite Engineering of Seekonk, Mass., the site developer.
