Barrington Seeking Municipal Judge

Advertisements are being posted to find Barrington's first-ever Municipal Court judge.

The Barrington Town Council has begun advertising for the town's first-ever Municipal Court judge.  The court is expected to begin hearing cases in July. It was approved by the town council in February. The Municipal Court will meet the third Thursday morning of every month for approximately two hours. The court will have jurisdiction over minimum housing and zoning ordinances and any other Barrington ordinances except traffic laws to start. The judge will have the power to set bail and levy a fine of up to $1,000 and imprison violators for up to 30 days. The ideal candidate will be a lawyer admitted to practice before the state Supreme Court, in good standing, and shall have not less than 15 years experience in the active practice of law…

Big Step Taken Toward Municipal Court

The Town Council votes 4-1 to draft an ordinance that would set up Barrington's first municipal court.

The Town Council took another step Monday night, Sept. 10, toward setting up Barrington’s first-ever municipal court. The  councilors voted 4-1 to ask Michael Ursillo, the town solicitor, to draft an ordinance to create the court. Bill DeWitt cast the only nay vote. The ordinance could be introduced as early as the Town Council’s October or November meetings. Either way, said Town Councilor Cynthia Coyne, who has been shepherding the push for a municipal court, a public hearing will be held no later than the December meeting. Set-up costs are expected to be around $2,500, according to Dean Huff, finance director. “There is a need for very little infrastructure,” said Huff. “It’s already here.” Coyne said Barrington’s Probate Court is being…

Chafee Signs Municipal Court Bill

RI Gov. Lincoln Chafee signs the legislation that will allow the Barrington Town Council to set up a municipal court.

The governor has signed the legislation that will allow Barrington to set up a municipal court if the Town Council decides to do it after a review of the proposal by the town manager. See Patch story. The legislation, requested by the Town Council to get a headstart on setting up a court down the road, was sponsored by Sen. David E. Bates (R-Dist. 32, Barrington, Bristol) and Rep. Jan P. Malik (D-Dist. 67, Barrington, Warren). If the town establishes the court, it will handle the enforcement of violations such as trespassing and disorderly conduct, as well as traffic violations and zoning infractions. Is Barrington Municipal Court Worth It?

Barrington Town Manager Peter DeAngelis Jr. to complete an 'administrative review' to determine if a municipal court can give the town 'a net revenue gain.'

Should Barrington set up its own municipal court? The enabling legislation is in place; it was approved last week. The legislation “gives us the ability to pursue” a court, Town Manager Peter DeAngelis Jr. said. But does it make sense to move forward? DeAngelis expects to get an answer to that question within the next few weeks, probably by the end of July. He will be completing an “administrative review” to determine first if it “is a net revenue gain,” he said. A municipal court will definitely provide more revenue while making it more convenient for the police department to handle violations of taffic laws, the dog ordinance, harbor violations, trespassing, disorderly conduct, and minimum housing and zoning laws. Municipal Court Legislation Approved

Barrington will get a Municipal Court under legislation approved by the General Assembly on Thursday; it goes to governor for action.

Legislation has been approved by the General Assembly to give Barrington a municipal court. It's now up to the Town Council to decide if it wants to set up a court or not. The legislation first goes to Gov. Chafee. It was sponsored in the state Senate by Sen. David Bates (Barrington/Bristol) and in the state House by Rep. Jan Malik (Barrington/Warren). Bates and Malik introduced the bills at the request of the Town Council to get the ball rolling. See Patch story last December.
