Philip Hervey is the town planner. He implements the town's Comprehensive Community Plan, prepares grant applications and bid documents, reviews and processes planning board applications and administers the federal Community Development Block Grant funds received by Barrington.  

Hervey also works with professional consultants to implement projects like improvements at schools and the town's beach and parks. A particular focus is the Community Plan, which guides land use decisions and must be updated every five years with state approval. The plan involves several other town boards and commissions and includes public input throughout its preparation. Hervey shares office space with the building official.
