Town Council to Tackle Paper Street Abandonment Again, Sit as Spencer Fund Trustees

The Barrington Town Council meets at 6 pm as Spencer trustees and at 6:30 pm for its regular meeting tonight, Nov. 4.

A public hearing on the proposed abandonment of a paper street, the “Stella Road” right of way between Oak Grove Drive and Charles Street, continues at the Barrington Town Council meeting tonight, Nov. 4.

The monthly meeting starts at 6:30 pm with 11 interviews of candidates to fill positions on a host of boards and commissions. It will be held in the Council Chamber in Town Hall.

The meeting also follows a 6 pm meeting of the Town Council sitting as the trustees for the Amey Tucker Spencer Fund, also known as the Spencer Trust.

The hearing on the proposed abandonment began on Oct. 7 and continued on Oct. 23. The street abuts land owned by Femiun Mezini, who has asked for the abandonment.

He would like to have the land forfeited to him so he could give it to the neighbors while reportedly building a two-story home on the lot at 307 Sowams Road. Abandoning the road would allow him to situate the home to have the least impact on his neighbors while avoiding a zoning issue involving a setback.

The Town Council has been reluctant to part with the open space – given a $48,000 value by Tax Assessor Mike Minardi -- withou making the best use of what they have called a "public asset."

Also on the agenda are the renewals of a variety of liquor licenses and proposals for requesting RI DEM funds for three recreation projects:  a “ball wall” at Barrington Middle School, a trail around Kids Kove Playground, and the paving of the ice skating area at Legion Way.

Here are the complete agendas for tonight’s regular Town Council meeting and the Spencer Trust Fund meeting.
