After a summer hiatus, about half of the committee charged with designing a park at Police Cove in Barrington got back together Tuesday night, Sept. 18, in the Town Hall with its consultant to look over final site plans.

The group perused 17 pages of site plans described by the consultant, Steve Derderian of Vanasse Hangen Brustlin Inc., as “about 85 percent complete.”

The committee members also viewed a variety of suggestions for LED lighting fixtures and poles, benches, bike and boat racks, picnic tables, shade features and concrete pavement.

They chatted about adding some “public art” to the park between the East Bay Bike Path and the Andreozzi Bridge off of County Road. And they agreed to solicit prospective names for the 1-acre site that formerly housed the Barrington Police Department.

Derderian, a land use specialist with Vanasse Hangen Brustlin Inc., paged through the plans with the group. He also listened to a variety of proposed “tweaks” to the plans, such as moving the portable restroom to a new spot closer to the center of the park and which benches to buy and where to place them.

Final site plans are expected to be finished by October. Permits to build the park are anticipated by January. Construction of the park is expected by late spring or early summer next year.

The cost is around $780,000, with almost all of it already in hand.

Town Planner Philip Hervey suggested the committee use CallForEntry.org, also known as CaFE, an online service for public art administrators and curators, to solicit art for the park. There is a start-up cost of $600.

The committee is thinking of soliciting proposals right now for the entrance sign, the gate to the harbormaster’s dock, and the paved surface for seating by the cove.

The park committee also agreed that the community should be involved in selecting a name for the park – if it is determined that Police Cove Park is not the best option for the former police department site.

Police Cove has been a mostly vacant space at the junction of County Road and Mathewson Road for many years, although the RI Department of Transportation used it as a staging area during the long construction of the Andreozzi Bridge. Fire rescue boats also still operate from there in the warm weather months.

The final design includes a waterfront promenade with ornamental railings and benches, an open lawn for flexible use, a transient boat dock near the existing boat ramp, a parking area for food trucks near a dining area, a kiosk, parking for cars and boat trailers, several bike racks, and a portable toilet and storage space.
